Ljubljana Mayor Granted Permission to Advise on Belgrade Expo 2027

Zoran Janković receives approval from Slovenia's Corruption Prevention Commission to act as a special advisor for the upcoming Expo event in Serbia.
The Corruption Prevention Commission (KPK) of Slovenia has granted permission for Zoran Janković, the Mayor of Ljubljana, to serve as a special advisor for the Expo 2027 project, which is set to take place in Belgrade.

The KPK confirmed that this approval comes with certain limitations, details of which are expected to be disclosed next week.

Under Article 26 of the Law on Integrity and Prevention of Corruption, the commission is empowered to allow a public official to engage in professional or other activities intended to generate income, while considering the public interest and assessing the risk that such activities might impact the objective and impartial performance of their official duties or compromise their integrity.

If the commission issues such a permit, it may impose specific conditions and restrictions that the official must adhere to while conducting the external activity.

Should the commission determine that the official is not compliant with the imposed restrictions and conditions, it has the authority to revoke the issued permit.

An official is required to cease all professional or other activities immediately upon the finality of the revocation.

Zoran Janković was invited to collaborate on the Expo project by his acquaintance, Serbian President Aleksandar Vučić.

At present, a model of the specialized Expo 2027 exhibition has been displayed in the entrance hall of the Ljubljana City Hall, marking its first presentation outside of Serbia.

The Expo is part of a broader investment cycle in Serbia, valued at €1.29 billion.

President Vučić previously stated that he and Janković agreed that Janković would play a key role as an overseas expert, offering assistance to the Expo initiative.

Janković has indicated his willingness to accept the advisory position but sought the KPK’s opinion prior to signing a contract.

He inquired whether he could sign an advisory agreement for the Expo while informing the commission that he would work pro bono and in his spare time.

As an advisor, he is expected to assist with the organization, management, and execution of the exhibition.

He will not enter into contracts related to the project unless authorized to do so by the Expo’s organizers.

By signing an agreement or memorandum of cooperation, Janković would waive any rights to fees or additional compensation.
