Ljubljana's Mayor Granted Permission to Advise on Expo 2027 Project

Zoran Janković, the mayor of Ljubljana, will serve as a special advisor for the upcoming Expo 2027 in Belgrade, following approval from Slovenia's Anti-Corruption Commission.
The Anti-Corruption Commission (KPK) of Slovenia has authorized Zoran Janković, the mayor of Ljubljana, to take on the role of special advisor for the Expo 2027 project, scheduled to be held in Belgrade.

This approval was confirmed by the KPK, which stated that Janković's participation would come with certain limitations that are expected to be detailed in the coming week.

Under Article 26 of the Integrity and Anti-Corruption Act, the commission can grant a public official permission to engage in professional or other activities intended to generate income, provided that public interest and risk factors—pertaining to the potential impact on the integrity and impartiality of the official’s primary duties—are taken into account.

If permission is granted, the commission may impose conditions and restrictions that the official must adhere to while undertaking the secondary role.

Should the commission find that the official is in violation of these conditions, it retains the ability to revoke the permit.

In such a case, the official is required to cease the secondary activity immediately upon the finalization of the revocation decision.

Janković was invited to collaborate on the Expo project by Serbian President Aleksandar Vučić.

At present, a model of the specialized Expo is on display in the foyer of the City Hall in Ljubljana, which marks the first time this smaller-scale version has been shown outside of Serbia.

The Expo project has initiated an investment cycle in Serbia valued at approximately 1.29 billion euros.

Vučić has previously stated that he and Janković have agreed on his role as one of the key international contributors who will provide valuable expertise to the Expo initiative.

Janković has expressed his willingness to accept this advisory position, clarifying that prior to signing any agreement, he sought guidance from the KPK regarding its implications.

He indicated that he would work on this project voluntarily and in his personal time, offering assistance with organizing, managing, and executing the exhibition, without engaging in contractual obligations unless authorized by the Expo organizers.

If a contract or memorandum of cooperation is signed, Janković would forfeit any rights to remuneration or additional payments.
