Consultations Begin for New Serbian Government Formation

President of Serbia, Aleksandar Vučić, commenced consultations today regarding the formation of a new government following the resignation of Prime Minister Miloš Vučević.

The deadline for establishing the new government is set for April 18 at midnight.

Initial discussions have been scheduled with representatives from four electoral lists: the Russian Party led by Slobodan Nikolić, the Alliance of Vojvodina Hungarians (SVM), Usame Zukorlić from the United for Justice - Justice and Reconciliation Party, and Tomislav Žigmanov from the Democratic Alliance of Croats in Vojvodina, alongside the parliamentary group "Mi - Voice from the People." These details were reported by the media relations service of the President of the Republic.

President Vučić had previously communicated with all list leaders and parliamentary groups in the Serbian Parliament, indicating that five or six lists expressed interest in participating in the consultations, which he aims to complete by Friday.

He mentioned that he expects the largest parliamentary group, the Serbian Progressive Party (SNS), to inform him whether they wish to form a government or call for new elections.

Vučić noted that within the SNS, there appears to be a general lack of support for a transitional government, a sentiment he shares.

The Serbian Parliament acknowledged the resignation of Prime Minister Vučević on March 19, leading to the dissolution of the government.

The legal stipulation requires the formation of a new government by April 18.

Constitutionally, under Article 127 of the Serbian Constitution, the President of the Republic proposes a candidate for Prime Minister to Parliament after consultations with representatives of the elected electoral lists.

The Law on Government specifies, in Article 15, that the government is elected by the National Assembly based on the Prime Minister candidate's proposal, requiring a majority of votes from all members of Parliament for election.

Miloš Vučević, serving as the acting Prime Minister and the head of the SNS, previously stated his support for forming a new government, while acknowledging that the possibility of elections cannot be ruled out.

He emphasized the necessity for a government composed of new individuals to revitalize the country, stabilize the state, foster economic recovery, and promote social dialogue.

The Socialist Party of Serbia has confirmed its participation in the consultations with Vučić, having unanimously decided to continue cooperation with the SNS and Vučić, expressing readiness to engage in discussions about the formation and election of a new government with their coalition partners.

Certain parliamentary opposition parties have stated they will not participate in President Vučić's consultations regarding a new Serbian government, asserting that they can only discuss a transitional government.

In a joint statement, parties including the Freedom and Justice Party, the People's Movement of Serbia, and the Green-Left Front indicated that a peaceful transition of power through fair elections is the only way for Serbia to progress.

Reports indicate that the Democratic Party will also not attend the consultations, nor will the Ecological Uprising movement, as representatives claimed they did not receive the invitation.

Additionally, the parliamentary group "Mi Snaga Naroda," led by Branimir Nestorović, will also abstain from the talks, advocating for the urgent organization of elections.

Albanian national minority representative in the Serbian Parliament, Shaip Kamberi, announced via social media that the electoral list "Political Battle of Albanians - Shaip Kamberi" would not participate in the consultations.

If a new government is not elected by the final legal deadline of April 18, President Vučić is obligated to dissolve the Parliament and call for elections, according to legal provisions.

Under Article 59 of the Law on Elections of National Assembly Members, the President is responsible for issuing an election call, which takes effect upon publication in the Official Gazette of the Republic of Serbia.

Furthermore, Article 60 stipulates that the period from the date of the election call to the election day must be no fewer than 45 days and no more than 60 days, placing the possible election dates on June 8 or June 15.
