Political Stalemate in Kosovo: A Path Towards Elections?

He emphasizes that no party can be comfortable in the existing situation and calls for members of parliament to consider diverse solutions, even if it means going against their parties or protesting against the status quo.

However, there is a noted loyalty among deputies to their respective factions, which complicates the resolution process.

The President of Kosovo, Vjosa Osmani, has announced local elections scheduled for October 12. However, if the political impasse persists for another two months, Burjani has indicated that extraordinary parliamentary elections might also be held on the same day as the local elections.

He warns that if this situation remains unresolved into August, it could lead to the necessity of simultaneous elections, combining local and parliamentary voting.

The electoral outcome from February 9 has not satisfied any of the political parties involved, including Vetëvendosje, the Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK), and the Alliance for the Future of Kosovo (AAK).

Even in the case of a coalition formation, it would need to be sufficiently stable to elect a president after one year; otherwise, a short-lived government could exacerbate the crisis in April next year when the current president’s term concludes.

Concerns regarding the conduct of new elections have been raised by experts such as Eugen Cakoli from the Kosovo Democratic Institute (KDI), who cautions that new elections could replicate the current crisis.

He views the proposal to hold parliamentary and local elections concurrently as irresponsible, suggesting it could severely undermine the electoral process and democratic representation.

Cakoli enumerates several challenges this proposal presents, including the complexity of maintaining three separate ballots for citizens, which would require candidates at three different levels, alongside the management of multiple campaigns and the burden placed on electoral bodies.

This scenario raises the probability of 'technical' errors, invalid votes, disputes over results, and prolonged recounts, complicating the electoral landscape further.

He argues that rather than reaching an agreement based on the mandates obtained on February 9, political factions seem inclined to merge two distinct electoral processes.
