Serbia Approves Oil Pipeline Project with Capacity of 5.5 Million Tons Annually

The Serbian government has granted approval for the development of an oil pipeline corridor to enhance energy security and diversify supply sources.
The Serbian government has adopted a regulation establishing a Spatial Plan for an infrastructural corridor of an oil pipeline from the Hungarian border to Novi Sad, paving the way for the construction of this energy project.

The Spatial Plan encompasses areas within the municipalities and cities of Novi Sad, Kanjiža, Senta, Ada, Bečej, and Žabalj.

The plan outlines the organization, land use, management, and protection of the oil pipeline infrastructure corridor and includes detailed regulations that enable its direct implementation.

This oil pipeline project is a result of collaboration between Serbia and Hungary, formalized by a Memorandum of Understanding signed between Serbia's Minister of Mining and Energy and Hungary's Minister of Foreign Affairs and Trade in June 2023.

The primary goal of the project is to enhance Serbia's energy security and diversify the sources of crude oil supply.

The Ministry of Construction, Transport, and Infrastructure is responsible for developing the Spatial Plan, while funding for its implementation is provided by Transnafta AD Pančevo.

The maximum capacity of the oil pipeline aligns with the nominal processing capacity of the Pančevo Oil Refinery, which is 4.8 million tons per year, as well as the maximum quantity Hungary can supply to Serbia – 5.5 million tons annually.

Continuous transport at this capacity corresponds to a flow rate of approximately 725 m³/h.

Preliminary hydraulic calculations indicate that a maximum working pressure of 70 bar is required for full transport capacity from the Alđo pumping station to the Transnafta AD Pančevo terminal.

The specific operational conditions in the pipeline, such as flow rate and pressure, will depend on current Serbian crude oil demands and the amounts available from domestic sources and the JANAF pipeline.

The Spatial Plan stipulates an infrastructural corridor for the oil pipeline extending approximately 120 kilometers in length, with a 200-meter buffer zone on either side of the pipeline.

The total area covered by the plan is 4,535.43 hectares.

The planned steel pipeline, designed for a maximum working pressure of 70 bar, will be underground along its entire route, covering a total of 113 kilometers, with a preliminary diameter of DN450, subject to final specifications determined during project documentation.

The plan includes distinct territories across the municipalities of Kanjiža, Senta, Ada, Bečej, Žabalj, and the city of Novi Sad, precisely defined through cadastral municipalities such as Velebit, Kanjiža, Senta, Ada, Bačko Gradište, Žabalj, Kać, and others.

The final boundaries of the Spatial Plan are established based on technical documentation and the requirements of relevant authorities.

The oil pipeline begins at the Bulgarian border near Horgoš 2, featuring a reception and dispatching cleaning station (POČS) and an atmospheric storage tank of 10 m³.

It will extend southwards, passing 2 kilometers east of Horgoš and 400 meters northwest of Martonoš, intersecting with national road IB-13 and the Horgoš-Kanjiža railway line.

In the Kanjiža area, the route heads southwest, passing 2.8 kilometers west of the town and then 800 meters west of Zimovića and 1 kilometer from Trešnjevca, crossing canals like Horgoš-Martonoš, Kereš, and Adorjan-Velebit.

In Senta, the route continues southeast, traversing 2 kilometers west of Gornji Breg, and enters Ada, where it goes 600 meters west of Sterijina and crosses national road IIA-105.

Heading south in Bečej, the pipeline crosses the Čik river, situating itself 3 kilometers west of Bački Petrov Sela and 2 kilometers west of Bečeja, then intersecting the Danube-Tisa-Danube canal and going 2.1 kilometers west of Bačko Gradište.

In Žabalj, the pipeline runs 2.5 kilometers west of Čuruga, crossing the Jegrička river and its tributary, along with national road IIA-112 and a railway line.

The route then exits the gas pipeline interconnector corridor and enters the oil and gas infrastructure corridor near Đurđevo.

Continuing west, it travels through the railway and road corridors near Nemanovci, subsequently entering the energy corridor of motorway E-75 near Novi Sad.

The route passes through the Sever IV industrial zone and concludes at the Reception Cleaning Station (PČS) Novi Sad within the Transnafta AD Pančevo terminal.

Most of the route is situated on agricultural land, outside urban zones, with multiple crossings over rivers, roads, and railways.

The project to connect Serbia to the Russian Druzhba oil pipeline originated in 2022 following an announcement regarding the cessation of Russian oil deliveries through the JANAF pipeline after the adoption of the eighth sanction package by the EU, which included the western Balkans in the oil import ban from Russia by sea.

The Ministry of Mining and Energy indicated that it was exploring all options to ensure diversification in the supply of crude oil.

In spring 2023, during the 13th session of the Joint Commission for Economic Cooperation between Serbia and Hungary, a decision was made to construct the oil pipeline from Alđo in Hungary to Novi Sad, to be carried out by Hungary's MOL and Serbia's Transnafta, followed by the signing of the state Memorandum of Understanding for the pipeline's construction.

Previous announcements indicated that the Serbia-Hungary oil pipeline is expected to be completed by 2028, with an estimated project value of 157 million euros for the Serbian segment of the pipeline.
