Controversial Parliamentary Elections in Kosovo: Uncertainties Surround Serbian Representation

Following the recent parliamentary elections in Kosovo, allegations of vote manipulation raise concerns about the representation of the Serbian community.
The Serbian List claimed a definitive victory in the recent parliamentary elections in Kosovo, securing all ten seats allocated for the Serbian community.

However, Nenad Rašić, leader of the party 'For Freedom, Justice, and Survival,' contests these claims, asserting that his party has secured one mandate.

Rašić, who has been referred to by Belgrade-affiliated media as a favored candidate of Kosovo's Prime Minister Albin Kurti, indicated on election night that he anticipated this outcome.

As final results are awaited, allegations against Kurti suggest he may be attempting to allocate one seat to Rašić amid controversies surrounding the election results.

There is a growing sentiment that the Serbian List may fail to capture all ten mandates for the first time since its establishment in 2013. Rašić has served as Minister for Communities and Return in Kurti's government for the past two years following the withdrawal of the Serbian List from Kosovo's institutions.

The Self-Determination Movement, led by Albin Kurti, emerged with the highest number of votes but did not secure sufficient support to independently form a government.

As of the latest updates, results from 2,522 out of 2,533 polling stations (99.57%) indicate that the Serbian List garnered 37,529 votes (about 4.50%), while Rašić's party received 3,913 votes (approximately 0.47%).

Close to obtaining a mandate was Alexander Arsenijević's Serbian Democracy with 3,056 votes (approximately 0.37%).

Final results have yet to be confirmed, as the Central Election Commission's (CIK) spokesperson Valjmir Eljezi noted that they will be announced only after counting votes from the diaspora and provisional ballots collected by mobile teams.

The electoral process faced scrutiny due to delays in data processing, with reports indicating that results from some northern municipalities were received nearly a full day later.

These issues have led to widespread doubts regarding the integrity of the elections.

In response to the website downtime experienced by the CIK, the Basic Prosecutor's Office in Pristina has authorized an investigation by the Kosovo Police.

The CIK, however, maintains that the integrity of the ballot has not been compromised and attributes delays to issues with the electronic platform.

Miloš Pavković, a researcher from the Center for European Policies (CEP), mentioned to NIN that the election process was conducted in an atmosphere of general mistrust towards the CIK, particularly due to the previously installed "smart election" system intended to expedite vote counting.

For example, results from Northern Mitrovica were announced almost 24 hours late, which has raised concerns regarding potential vote tampering.

Pavković asserts that Rašić's mandate could significantly affect Kurti's political landscape, considering the votes garnered by his own party.

Kurti has a coalition with ten other minority representatives, although this may still be insufficient.

Rašić's seat could enable Kurti to form a government by appointing him as Minister for the Serbian community, a role that posed challenges during previous cabinet arrangements, deemed unconstitutional by some analysts, though unchallenged in court.

The uncertainty surrounding Rašić's seat hinges on multiple factors, including the actual vote counts and potential alterations in results.

Moreover, the reaction of the international community remains unclear, with no official statements from ambassadors in Pristina as of yet.

Pavković notes a diminishing level of international support for Kurti, suggesting a reduced likelihood of external facilitation in forming his third government.

With the possibility of future elections looming based on the current political situation, which some analysts predict may result in further instability, both the ruling party and the opposition face uncertain political futures.

Petar Petković, director of the Serbian Government's Office for Kosovo and Metohija, has accused Kosovo authorities of attempting to manipulate election results to disadvantage the Serbian List, a sentiment echoed by the country’s foreign minister Marko Đurić.

Rašić has raised concerns regarding potential vote manipulation, indicating an intention to appeal to the CIK over suspected irregularities.

He remarked on unusual activities regarding the electoral process, suggesting efforts to offer considerable sums of money to individuals in charge of counting votes, spanning various municipalities from north to south.
