Murmansk - Russian President Vladimir Putin stated that there is reason to believe that Russian forces will 'eliminate' the Ukrainian armed forces.
During a tour of the nuclear submarine 'Arkhangelsk' in Murmansk, he asserted that Russian troops maintain the strategic initiative along the entire front line.
Putin suggested that the introduction of temporary administration in Ukraine could enable 'democratic elections and the establishment of a legitimate government', with which Russia could negotiate peace.
He noted that a legitimate government would allow for discussions on a peace agreement that could be recognized globally as reliable and stable.
He expressed uncertainty about with whom Russia could sign such agreements, citing the possibility of changing leadership in Ukraine.
Discussing conflict resolution in Ukraine, Putin referenced historical instances of external governance used in United Nations peacekeeping efforts, citing examples from East Timor, New Guinea, and certain parts of the former Yugoslavia.
According to him, the absence of presidential elections in Ukraine last year has rendered the current civilian authorities illegitimate.
