Serbia's Government Faces Transition Following Resignation of Prime Minister Miloš Vučević

Bojan Klačar, Executive Director of CeSID, indicated that recent statements by officials from Vučević's Serbian Progressive Party (SNS) suggest a strong likelihood of forming a new government rather than holding elections amid ongoing protests.

Klačar noted that previous elections under similar circumstances are typically accompanied by significant public dissent, complicating the decision to call for early elections.

Dejan Bursać, a research associate at the Institute for Philosophy and Social Theory, pointed out that predicting the political climate in Serbia is challenging.

He suggested that the lengthy delay in acknowledging Vučević's resignation might have been a strategy to buy time amid the political crisis linked to student protests.

He speculated that the ruling party may consider a cabinet of experts to respond to public discontent.

Current legal frameworks stipulate that once the resignation of a Prime Minister is confirmed, their entire cabinet's mandate ends.

The government is then restricted to performing only current matters and cannot propose new legislation unless urgent or mandated by state interests.

Vučević resigned following a violent incident on January 28 that resulted in injuries to students.

The acknowledgment of his resignation was publicly discussed by President Vučić after a significant protest in Belgrade on March 15, which was pivotal in demonstrating mass dissatisfaction with the government.

The Assembly's agenda included 70 points, among which were significant legislative proposals, including amendments to the Higher Education Act and measures to support youth housing initiatives.

Following these sessions, the Assembly began proceedings to formally accept Vučević's resignation and initiate the process for forming a new government or facing elections, which have been tentatively suggested for June if the new government is not established promptly.
